Of course this is subjective. You can probably find many people who disagree with this list. People have different experiences. I've lived in a half dozen states myself and when I moved back home to Minnesota I was instantly reminded of how nice we are (most of the time). Coming from the last place I lived (Nevada...not nice), Minnesota is very friendly. I hear things like "please", "thank you", "excuse me", etc. on a daily basis.

BigSevenTravel.com asked it's 1.5 million followers to name the friendliest and not so friendly states.

And the winner out of all the friendliest states in America? Minnesota takes top spot, thanks to its extraordinarily friendly residents.  It’s called ‘Minnesota Nice’ for a reason – the atmosphere in the Twin Cities and beyond is hard to match, with a homey feel and locals who go the extra mile to welcome tourists.
