
Parents Urged To Talk Safety As Scooter Use Rises In Sartell
If you've been out for a walk lately, you can't miss them.. they are everywhere.
Whether zipping down a sidewalk or zooming through a crosswalk, motorized scooters and e-bikes are everywhere these days. Now, the City of Sartell is looking to draft an ordinance to help make sure the folks on these electric vehicles and those who are sharing the sidewalk with them are able to all be safe.
EXISTING LAWS IN PLACE
In the meantime, the city is reminding residents of the existing Minnesota statutes regarding scooter and e-bike usage.
Scooters can only have one rider (no passengers), helmet required for those under 18, must follow bike laws, must stay neat the curb unless turning/avoiding obstacles and lights are required at night.
For e-bikes, users must be at least 15 years old, have a motor less than 750 watts, cannot be modified, must follow bike traffic laws, a helmet is required for those under 18 and headlights/taillights are required at night.

Parents, we need your help!
This summer, our city has seen a significant increase in the use of e-bikes and motorized scooters by juveniles. Unfortunately, we’ve also received many complaints about careless or reckless operation.
We are currently drafting a city ordinance that will allow the safe use of these vehicles while prioritizing the safety of pedestrians, cyclists, and all who share our sidewalks, bike paths, and roadways. In the meantime, several state laws already apply to operators. Our officers will be making contact with operators who are in violation of these regulations. In particular is the requirement that all riders under the age of 18 MUST WEAR A HELMET. While our primary goal is education and compliance, citations may be issued when necessary—and those can be costly for both kids and parents.
e-Bikes (Ages 15+)
• Must meet MN Statute 169.011
• 2–3 wheels, seat, working pedals
• Motor ≤ 750 watts
• (Class 1, 2, or 3 only)
• Cannot be modified for higher speed
• Must follow bike traffic laws
• Helmet required if under 18
• Must use headlights and taillights at night
Motorized Scooters (Ages 12+)
• One rider only — no passengers
• Helmet required for riders under 18
• Must follow bike laws
• Stay near the right curb unless turning or avoiding obstacles
• Lights required if under 18 or riding at night
With the school year starting, we expect usage to increase even more. Please take time to talk with your children about safe riding practices and the laws that must be followed. Together, we can ensure that our community remains safe for everyone.
Once the new city ordinance is passed, we will share the updated restrictions specific to Sartell.
